Dr. Elena (Kogan) Qleibo is a humanitarian and development expert with extensive experience designing and leading integrated programs in conflict and post-conflict settings across the occupied Palestinian Territories, Gaza, Jordan, Lebanon, Syria, Iraqi Kurdistan, Libya, and Venezuela. She has held senior leadership roles, including Field Coordinator for Solidarités International in Northwest Syria and Venezuela and Head of Mission for Secours Islamique France in Palestine. With expertise spanning livelihoods, food security, child protection, education, and cash transfer programming, she has played a pivotal role in merging humanitarian responses, developing strategies, and ensuring program quality while collaborating with international organizations, donors, and local authorities.

Holding a Ph.D. in Sociology/Anthropology from the University of Bourgogne Franche-Comté, Dr. Qleibo’s research focuses on resilience in crisis settings. She has contributed to international policy discussions, research, and publications on humanitarian action, displacement, and social resilience. Fluent in Spanish, French, and English, with working knowledge of Arabic, she has secured and managed funding from major donors, including ECHO, MOFA France, OCHA, AFD, BHA, BPRM, DANIDA, and Gulf-based funds.

Ana Catalina Arenas –Expert in Planning, Monitoring, and Evaluation

Ana Catalina Arenas is a highly experienced specialist in Planning, Monitoring, Evaluation, and Learning (PMEL), with a strong background in humanitarian and development programs across Latin America, Africa, and the Middle East. She has led strategic planning and evaluation processes for organizations such as the Lutheran World Federation, Médecins Sans Frontières (MSF), and the International Committee of the Red Cross (ICRC), designing PMEL systems to enhance program quality, accountability, and impact. Catalina has conducted high-profile evaluations for major donors, including USAID, the EU, and the UN, focusing on livelihoods, protection, and humanitarian response.

Holding an M.A. in International Humanitarian Action from Uppsala University, Catalina has worked extensively on advocacy, policy analysis, and data-driven decision-making. Josué Alejandro Rizo Fajardo – Expert in Monitoring, Evaluation, and Learning

Josué Alejandro Rizo Fajardo is a specialist in Monitoring, Evaluation, Learning (MEL), and capacity building with over 23 years of experience in humanitarian and development programs. He has led MEL systems, data-driven decision-making, and knowledge management initiatives for major organizations, including Global Communities, Mercy Corps, and the World Food Programme. His expertise spans food security, economic development, disaster response, and institutional strengthening, with a strong focus on US Government-funded projects, including USAID, BHA, and USDA. Alejandro has advised on early warning systems, risk analysis, and collaborative learning approaches across multiple countries, ensuring program effectiveness and adaptive management.

Holding advanced degrees in Social Sciences, Economics, and Operations Research, Alejandro combines academic depth with practical experience in information systems, data protection, and GIS-based spatial analysis. He has designed and implemented cutting-edge MEL frameworks, enhancing project accountability and impact. Fluent in English and proficient in German and French, he brings a global perspective to strategic planning and evaluation, driving evidence-based solutions for sustainable development.

Dr. John Michael Ashley – Senior Expert in Agriculture, Food Security, and Rural Development

Dr. John Michael Ashley is a highly experienced agronomist and food security expert with over 46 years of global experience in sustainable agriculture, rural development, and climate resilience. He has led multi-sectoral programs across Africa, Asia, and the Middle East, collaborating with governments, international organizations, and major donors, including USAID, EU, World Bank, UN agencies, and bilateral development partners. His expertise spans food systems, value chain development, natural resource management, and policy advisory roles, ensuring strategic interventions for improving agricultural productivity, food security, and economic resilience. Dr. Ashley has conducted high-level evaluations, contributed to food security strategies, and authored university textbooks on food and nutrition security.

Holding a Ph.D. in Agronomy from Imperial College London, Dr. Ashley has designed and implemented major agricultural and food security programs, integrating climate adaptation, nutrition, and rural livelihoods. He has advised on national policies, worked extensively in fragile and conflict-affected regions, and played a key role in resilience-building initiatives. Fluent in English and proficient in French, he continues to drive evidence-based solutions for sustainable agriculture and rural development.

Dr. Victoria San Juan - Senior Quantitative Research & Evaluation Specialist

Dr. Victoria San Juan is a senior evaluator and demographer with over 12 years of international experience in quantitative research and data-driven evaluation. Holding a Ph.D. in Demography and a postdoctoral fellowship from the University of Florence, she specializes in rigorous sampling methodologies, gender-sensitive analysis, and advanced statistical modeling.

Victoria has worked with leading organizations including UN agencies, AMREF, Save the Children, and Mercy Corps, delivering robust evaluation frameworks across Latin America, Sub-Saharan Africa, and South Asia. Proficient in R, SPSS, Power BI, and Excel, she excels at harmonizing large datasets, conducting inferential analysis, and integrating quantitative data with qualitative narratives.

Her work has explored the intersections of gender-based violence, social norms, and economic disparities, with a strong emphasis on participatory approaches and rights-based evaluation. Fluent in English, Spanish, Catalan, and Italian, Victoria brings a multilingual and cross-cultural lens to every assignment, strengthening the impact and relevance of evidence-based programming.
